Overview
Across Europe, cities are under increasing pressure to accelerate the green transition while modernising public infrastructure. At the same time, many innovative SMEs developing AI solutions still struggle to find concrete deployment opportunities.
Within the CitCom.ai ecosystem, Gate 21 is helping bridge this gap by turning municipal priorities into real market opportunities for European AI providers through the City Challenges approach, where municipalities define concrete urban needs and invite companies to respond with AI-driven solutions.
Impact
CitCom.ai is helping shift cities from being passive adopters of technology to becoming active drivers of innovation demand.
By mapping climate strategies, political priorities, and allocated budgets (particularly in areas such as building renovation and energy optimization) Gate 21 helps identify municipalities that are ready to invest and experiment.
This creates clearer demand signals for European SMEs, making it easier for innovative AI providers to identify concrete opportunities, validate solutions in real urban environments, and scale across cities facing similar challenges.
The next City Challenge is expected to focus on the building sector, where new European requirements for transforming the existing building stock are creating long-term demand for smarter and more sustainable urban solutions.
The Challenge
As the project evolved, one insight became increasingly clear: testing facilities alone are not enough to scale innovation.
Without clearly articulated public demand and visible customer pipelines, even promising AI solutions can struggle to reach the market. At the same time, municipalities often face difficulties translating broad climate ambitions into concrete innovation needs and deployable projects.
CitCom.ai recognised the importance of connecting these two sides more directly.
The Solution
Gate 21 plays a key role in helping municipalities transform policy ambitions into clearly defined market opportunities.
Through digital infrastructure and IoT platforms, cities can also provide access to data, testing environments, and real urban conditions where AI solutions can be validated in practice.
As Morten Koed Rasmussen, Project Manager at Gate 21, explains: “Our role is to make sure that real municipal priorities become real market opportunities.”
By systematically connecting documented city demand with European AI providers, CitCom.ai is helping create the conditions for scalable AI adoption in cities across Europe.
